When Unaccountable Congress: It Doesn’t Add Up was first published in 1992, the Chief Financial Officers Act that I authored as a New York Congressman had been signed by President George H.W. Bush just two years earlier. It seemed like the government’s standards for financial reporting might be improving, and that we were headed for real reform. The bill had been watered down some, but it still created a chief financial officer for each of the federal departments and agencies
